<p>The Obama administration&#8217;s ambitious plan to overhaul U.S. financial regulation was bogged down in Congress as it returned from a long recess on Tuesday.</p>
<p>With no clear path forward in the Senate, analysts and lobbyists said Democrats would be hard-pressed to enact tighter bank and capital market rules by year-end, a deadline self-imposed months ago by the White House.</p>
<p>Some reform bills may squeeze through the House of Representatives in weeks ahead. But the Senate is a quagmire, with the leadership of a key committee in doubt since the death of Senator Edward Kennedy, and leading lawmakers still far apart on issues such as consumer protection and systemic risk.</p>
<p>Moreover, the sheer logistics on Capitol Hill are daunting, with healthcare, climate change and federal spending bills bearing down on both chambers in the final months of 2009.</p>
<p>A senior White House aide told Reuters last week that President Barack Obama still hopes for results by year-end, while Senator Charles Schumer said he thinks it can be done.</p>
<p>But Democratic Representative Brad Miller, a senior member of the House Financial Services Committee, last week said: &#8220;I haven&#8217;t thought about financial services issues for a month.</p>
<p>&#8220;It&#8217;s been all health care, all the time &#8230; We have to focus attention back on this issue.&#8221;</p>
<p>Treasury Secretary Timothy Geithner over the weekend called for &#8220;greater urgency&#8221; on regulatory reform. At a meeting of finance ministers from the Group of 20 leading nations, Geithner cautioned that as the financial crisis recedes and the economy improves, momentum for reform may wane.</p>
<p>Lobbyists and analysts said at least three possible outcomes present themselves. One is a new burst of momentum, perhaps triggered by fresh financial scandals, like the ones in 2002 that revived the fading post-Enron Sarbanes-Oxley laws.</p>
<p>Another, more likely scenario would be that the debate simply drags into 2010. That would let Congress follow its usual practice of delaying tough decisions. <p>From higher capital standards and tighter oversight, to slimmer profits and smaller bonuses, global banking promises to be a duller and less lucrative business in years ahead.</p>
<p>That&#8217;s not to say change is imminent. The international banking regulation process moves very slowly. But some industry analysts are convinced major changes are coming.</p>
<p>Nor does this mean that investors should shrug off the sector. To the contrary, analysts see opportunity in innovative, mid-sized boutique firms, developing markets, and banks that can create exciting, new savings products.</p>
<p>But for old-school Big Banks &#8212; the mega-institutions saved by last year&#8217;s bailouts &#8212; the future looks constrained, with officials constantly hovering, pinched margins, risks of political change, and a lingering odor of toxic assets.</p>
<p>Giants like Citigroup Inc (C.N) or Bank of America Corp (BAC.N), for instance, might even respond by breaking up or spinning off units under intense scrutiny, analysts say.</p>
<p>Some see banks at the lower margin of the government&#8217;s unspoken &#8220;too big to fail&#8221; category purposely downsizing to attract less attention and gain freedom to operate.</p>
<p>One financial services lobbyist expects &#8220;DNA changing at some of the firms&#8221; as they adjust to a more restrictive world after the financial crisis of 2008-2009.</p>
<p>PricewaterhouseCoopers, the global accounting group, said in a recent report: &#8220;The banking industry and investors must accept an uncomfortable truth &#8212; lower returns on equity will become the norm.&#8221;</p>
<p>Bank research group Institutional Risk Analytics said in a recent report: &#8220;Last year people seemed primarily worried about the bank in which they kept their money.</p>
<p>&#8220;Now they are beginning to express an interest in redeploying their capital to reward best-of-breed banks &#8230; to find out who the healthy survivors will be.&#8221;</p>
<p>G20 ON CAPITAL</p>
<p>Finance ministers of the Group of 20 large industrial nations broadly agreed over the weekend that banks ought to hold more capital as a cushion against major losses.</p>
<p>The G20 ministers&#8217; final statement from a London meeting said banks will &#8220;be required to hold more and better quality capital once recovery is assured.&#8221;</p>
<p>U.S. Treasury Secretary Timothy Geithner released a plan of core principles for new capital rules two days before the G20 meeting. More details are expected by the end of the year.</p>
<p>The capitalization question will also be a topic at the G20 summit meeting coming up on September 24-25 in Pittsburgh.</p>
<p>Stricter capital rules &#8212; forcing banks to keep more ready resources on hand to back the loans they make &#8212; are expected by many analysts to be on the books, possibly as soon as 2012.</p>
<p>This could be accomplished largely by regulators through accords such as the Basel agreements, or something like them. Little involvement by politicians would be needed, reducing the chances that higher standards could become bogged down like other financial reforms now before U.S. Congress.</p>
<p>&#8220;Higher capital requirements reduce bank profitability. This would be especially pronounced at the biggest banks,&#8221; says policy analyst Jaret Seiberg at research firm Concept Capital.</p>
<p>&#8220;We believe it is highly likely that most of (Treasury&#8217;s) core principles will find their way into new bank capital rules, though action is not imminent,&#8221; Seiberg says.</p>
<p>CHRONIC WEAKNESS IN CREDIT DEMAND</p>

			<content:encoded><![CDATA[<p>small business sentiment improved last month on hopes that the worst of the country&#8217;s recession was over, an industry group said on Tuesday, but conditions remain very weak.</p>
<p>The National Federation of Independent Business said its optimism index improved by 2.1 points to 88.6 in August, thanks to improved expectations for future business and real sales volume.</p>
<p>August&#8217;s level was 7.6 points higher than the recent trough in March, which was the second-lowest reading since the series began in 1973. The all-time low was notched in 1979.</p>
<p>&#8220;The gain in the optimism index clearly signals that the worst is likely over, but so far there has been no &#8217;surge&#8217; in sentiment or in the important index components directly tied to GDP&#8221; (gross domestic product), NFIB Chief Economist William Dunkelberg said in a statement.</p>
<p>The survey, based on 882 respondents, showed that jobs were still hard to find, with small business owners reporting a decline in average employment per firm of 0.80 worker during the prior three months.</p>
<p>This was a big improvement from the record decline of 1.26 workers notched in May 2009, but still very weak compared with the average over the survey&#8217;s 35 year history, NFIB said.</p>
<p>&#8220;The &#8216;job generating machine&#8217; is still in reverse,&#8221; Dunkelberg said.</p>
<p>The U.S. unemployment rate rose to 9.7 percent in August from 9.4 percent the previous month, the highest level since 1983, government data showed on Friday.</p>

<p>&#8220;The changes in the search volume of a given sector on google.com may provide useful economic insight,&#8221; Google <a href="http://googlefinanceblog.blogspot.com/2009/09/google-search-volumes-and-economic.html">says</a>. &#8220;We have created 23 indexes that track the major economic sectors, such as retail, auto and unemployment. Each index value is baselined at 1.0 on January 1, 2004 and is calculated and displayed on the Google Finance charts as a 7-day moving average. You can easily compare actual stocks and market indexes to these Google Trends on the charts.&#8221;</p>
